Search Details:

The National Sex Offender Registry Search is performed by accessing the U.S. Department of Justice’s sex offender database, which contains listings of more than 500,000 registered sex offenders from all 50 states plus the District of Columbia and Guam. While data or types of crimes listed in the registry varies by state, the registry consists of such offenses as sexually violent offenses, sexual offenses, misconduct with a minor, production of child pornography, etc.

National Sex Offender Registry Search is valuable because it identifies a group with a general disposition for repeating similar crimes. The U.S. Department of Justice identified that the recidivism rate for sex crimes is four times higher than other crimes. In addition, this search provides companies with increased visibility to an applicant’s history. Even though a sex offense may not appear on a person’s record because of time elapsed, they may still be listed on the registry.

Please note that there are state-specific laws regarding the use of the Sex Offender Registry for employment purposes. Check with your state before using this information to make a hiring decision.

National Sex Offender Registry Search provides a greater reach than a single state search and can be more cost-effective than purchasing multiple state registry searches. Also, many sex offenders move without updating their registry information.

  • On average, states are unable to account for 24% of registered sex offenders.
  • A recent study found up-to-date addresses missing for 77,000 sex offenders across 32 states.
  • In California, the whereabouts of 44%, or 33,296, of state registered sex offenders are unknown.

Validation of a Social Security number enables employers to identify whether a Social Security Number has been issued by the Social Security Administration (SSA) and whether the Social Security number is still valid. The year and state of issuance are also identified by this search. This search is very common and is used to reveal whether the Social Security number has been stolen or falsified. The search does not confirm identity.

FAQs

If you don’t see your question addressed, please contact Monster.

General Questions

Why do a background check?

Background checks are an easy and effective way to help protect your company from risk. But all too often companies postpone this effective means of employment screening.

The statistics tell the story.

  • 30% of all business failures are caused by employee theft.1
  • 34% of all application forms contain outright lies about experience, education and ability to perform essential functions on the job.2
  • On average, in US businesses, at least 50% of all new hires "don''t work out."3
  • On-the-job violence costs employers $36 billion each year.4
  • Your liability or auto insurance costs may be affected.

Checking current employees

Many businesses check current employees because the companies have begun a new policy of checking applicants and want to be sure existing employees meet the same requirements, because they have had a problem with a current employee, or because they want to start fresh.

Meeting vendor or customer requirements

In an increasingly litigious and regulated environment, it’s likely that someone you do business with – a partner, vendor, or customer – may require you to prove that the employees going to their site have been background checked.

Maintaining compliance and consistency

Conducting your background checks consistently and in accordance with the applicable laws is smart and safe. This doesn’t mean you have to conduct the exact checks on each type of employee, but your policy should be applied in the same manner to all employees in the same category, to protect the company from discrimination claims. Check with your company’s legal advisor on these matters.

Reducing driving risk and liability

Many companies have employees who drive a company vehicle, or even their own vehicle on behalf of the company. An employee with a bad driving record may be a risk and might increase your insurance premiums. By checking driving records, you can help protect and even promote your safe driving record.

Buying Background Checks

What is the advantage of purchasing and using HireRight products through Monster?

Accessing HireRight services through Monster allows your company to integrate background screening functionality with your existing Monster candidate management tools. This approach gives you access to one single place to purchase, request and review background check reports without having to switch between multiple solutions. The integration also provides a single point of invoice and payment to simplify your hiring process. Please note that HireRight, not Monster, is the background check provider and that although you may order and view the report results through the Monster interface, the terms and conditions for use will be governed by your agreement directly with HireRight.

Will my background check inventory expire? If so, will I be notified ahead of time?

Background check inventory must be used within 12 months of
the date of purchase. Information regarding the pending expiration of inventory is provided on the inventory detail page.

Who do I call if I have a question or issue with my background check account?

All issues and questions regarding this functionality on the
Monster site should be directed to Monster Customer Service. If they cannot resolve the issue directly, they will work with HireRight resources to provide the necessary information or resolution.

What does the account credentialing process entail and why is it necessary?

Because HireRight is a Credit Reporting Agency (CRA), it is required by regulations and contractual agreements to maintain the integrity entrusted to HireRight. HireRight''s credentialing process helps ensure that HireRight''s information is being used for pre-employment purposes by legitimate business entities, that users are conducting business as disclosed during registration, and that proper security controls are in place. This process involves review of your business and a phone call to you at a publicly available number. The credentialing process usually takes a few business hours to complete. You will not be able to access any screening results unless/until your credentialing is successful. The HireRight credentialing fee is a one-time, non-refundable fee.

Do I have to pay an account set-up fee if I am already a Monster customer and have paid for background check inventory?

Yes, the fee is required for HireRight as the provider of the background check products, to verify the necessary aspects of your business to ensure you are authorized to conduct background checks and to set up your individual account as a HireRight client.

Registering with HireRight

Is there a way to determine if I will be successfully credentialed?

You must be an authorized representative of a non-home-based business (even if your office is in a separate area) in good standing with your state’s Secretary of State, and must be able to provide proof that you are a legitimate business. HireRight cannot service specific other types of businesses, such as:

  • A business that will use background checks for personal use.
  • A home-based business.
  • A business with a business license that is not current or up to date.

Do I have to wait until credentialing is complete before I can view background check results?

Yes, there are certain criteria that must be met for a company to conduct background checks. These criteria must be verified before access to completed reports is provided. In order to prevent unnecessary delays, HireRight begins the requested check in parallel with the credentialing process so the results for new users are available as soon as possible.

Can I get a refund on inventory and account set-up fee if my account cannot be successfully credentialed?

Purchased inventory that cannot be used due to unsuccessful credentialing can be refunded by contacting Monster Customer Service. The credentialing fee is not refundable because of the effort that is expended by HireRight to complete the process, whether it is successful or not.

Can I get a refund on the account set-up fee if I already have an active HireRight account?

All new users of background screening products offered through HireRight are required to complete the registration and account set-up processes. As part of the process, a link: “Already a HireRight customer? Click here” is presented. Clicking that link will take you to the HireRight page where you can enter your existing username and password. If you are recognized as an existing HireRight customer, the account set-up fee is automatically removed from your total purchase price. If for some reason you are inadvertently charged this fee, contact Monster Customer Service and they can assist you.

Why can’t I use my Monster password as my Hire Right account password?

Monster provides access to the reports on HireRight systems as
a convenience only. For added security in protecting your potential employees'' personal information, a separate password that is different from your Monster password is required to access this information.

Using Background Checks

Can all users see all background checks conducted by the account, or is visibility controlled at the user level?

A user''s role will control their access to completed background reports. Administrators are allowed to see all background checks completed for the account. All other users only have access to checks that they have requested.

Is background check results information, such as date of birth and Social Security number, stored in the Monster database?

No, sensitive information required to conduct a check or included
in a completed check is NOT stored anywhere on the Monster site. This information is stored on the HireRight site only. Monster provides access to the reports on HireRight systems as a convenience only. For added security, users must use a separate password to access this information and must ensure that this is different from their Monster password.

Can I use background check inventory purchased through Monster on non-Monster applicants?

No, not at this time. However, if your job is posted on Monster,
you can choose to invite the applicant to apply on Monster in order to conduct a background check.

Can I run background checks on international (non-U.S.) applicants through the Monster interface?

No, not at this time. However, HireRight does offer an alternative solution for checking backgrounds across 200 countries and territories. To learn more, please contact Monster.

Do I need a signed release form from the applicant before ordering a background check?

Yes, in accordance with the Fair Credit Reporting Act (FCRA),
written consent of the person to be checked must be obtained before requesting the check. Please check with your legal counsel for a process that is appropriate for your organization.

Can I assign access to specific background check results from one user to another?

Monster allows users with proper permissions to reassign
access to job folders from one user to another. Users with access to specific job folders may access the candidate records they contain. Monster provides access to the reports on HireRight systems as a convenience only. For added security, users must use a separate login and password to access this information and must ensure that this is different from their Monster username and password. Specific permissions are required regardless of folder access, to view completed background reports which you did not originally request. To ensure you have the proper permissions, please contact your administrator. Please note that each user must also have created a user profile with HireRight.
