A 2009 survey of over 700 companies illustrates what workforce programs have been hit the hardest.

The greatest decrease in 2009 budgets for workforce and talent management programs is in recruiting, followed by learning and development. Many programs saw little change from the past year, with outplacement budgets remaining steady in more than half of the respondents' organizations. This data may reflect budget cuts taken in 2008.
