A 2009 survey of over 700 companies examines how many organizations are receiving government funds.

Four percent of organizations reported that they benefited indirectly in that their clients
or customers had received Stimulus funds through the American Recovery and Reinvestment Act of 2009 (ARRA) or via bailout and aid funding through the Troubled
Asset Relief Program (TARP.) Presumably they constitute the same 3% of respondents to our survey that indicated
they have benefited from that funding directly.¹ The majority reported no benefit to their companies from bailout
or Stimulus monies to date. In a smaller study conducted by HCI in April 2009, 10% of the 124
companies that responded reported that they had benefited from ARRA or TARP funding directly or indirectly.²
